Definitions and method

Received
Reports submitted to the Citizen Desk in the period (Lagos time). Confidential reports are never counted in public figures.
Accepted
Received reports that passed screening and are not linked as a duplicate of another report.
Answered
Reports with at least one substantive written response — an assessment or routing decision. Automatic receipts and acknowledgements do not count.
Verified by an engineer
Reports whose current engineering finding, from an approved site report, substantiates the observation.
Remedied
Reports whose repair was certified by an inspector who took no part in the work.
Reopened
Reports reopened after a fix — shown beside every closure figure so closure is never read alone.
VCAR
Verified Citizen-to-Action Rate: unique substantive S1–S3 reports with a documented corrective action by the end of the approved response window, divided by those whose window has ended or that already have an action. Reports without an approved service policy are listed as untracked, not as failures.
Answered on time
Reports with an approved service policy answered substantively by the policy’s response deadline.
Median days to answer
Half of answered reports were answered within this many days of receipt. Medians are shown only for the group they describe.
Data freshness
Share of published projects with an approved update in the last 30 and 90 days.
Correction rate
Correction requests decided in favour of the requester, out of all decided.
Small numbers
In LGA, office and contractor tables, counts of one or two are shown as “1–2” so that no individual report can be identified.

Figures are computed from the Ministry’s case records each time the page is built. Reporting access differs between places; comparisons between LGAs are context, not a ranking.
